Poison Centre Notifications

Yordas provides Poison Centre Notification services tailored to your location and supply chain position. EU-based companies can use their own ECHA account, while non-EU businesses can rely on Yordas’ German entity to submit and manage notifications on their behalf.

What is it?

Poison Centre Notifications are an EU requirement for hazardous mixtures placed on the EU market.

Mixtures that are classified as a physical hazard or hazardous to human health must be assigned with a Unique Formula Identification number. The UFI is then linked to a dossier in IUCLID which details all of the emergency response information about the mixture and its substances. The Dossier is provided to each poison centre within the Member State the product is placed on the market in and the UFI is provided on the product label and if required on the product SDS in section 1.1.

What we offer

At Yordas, we offer a range of Poison Centre Notification services tailored to your position in the supply chain and geographic location. EU-based companies (or those with an EU legal entity) can have notifications submitted through their own ECHA account, while non-EU businesses without an EU entity can appoint our German office to act as their legal representative and manage submissions, maintenance, and communication with Member State authorities.

Poison Centre Notification Service Variations

Yordas provide variations of the Poison Centre Notification Service. Depending on where you sit in the supply chain and where you sit geographically, will depend on the service that is right for you.

EU-Based Companies or Businesses with an EU Legal Entity

If you sit within the EU or have an EU legal entity within your business, Yordas can use your ECHA account as a foreign user to create and submit poison centre notifications on your behalf.

Non-EU Companies Without an EU Legal Entity

If you sit outside of the EU and do not have an EU legal entity within the EU, Yordas can act as your legal entity, through our German office, and submit your poison centre notifications through our ECHA account on your behalf. We will also manage all/any maintenance and communication from Member States Authorities.

Penalties for not having PCN and placing mixtures on the market without a UFI and attached dossier

Germany

€50,000

Non-compliance with PCN obligations may be treated as an administrative offence under national chemicals legislation. Fines can reach up to €50,000 per offence, especially if the authorities determine that human health could be at risk due to insufficient hazard communication.

France

Competent authorities (e.g. DGCCRF or ANSES) may issue administrative fines and can block or recall non-compliant products from the market. In some cases, failure to notify can also be referred for criminal investigation, particularly if there is suspected negligence related to health risks

Italy

€3,000 to over €30,000

Fines for breaches of CLP obligations, including PCN requirements, may range from €3,000 to over €30,000. Regional health authorities may also impose restrictions on product marketing or request immediate corrective action.

Sweden

The Swedish Chemicals Agency (KEMI) takes a risk-based enforcement approach. While initial non-compliance may trigger a request for corrective action, repeated or serious breaches may lead to injunctions and fines based on turnover or estimated market value of affected products
