Taiwan’s Toxic Chemicals and Concerned Substances Control Act (TCCSCA), in force since 1 January 2020, establishes comprehensive registration and reporting obligations for both new and existing chemical substances manufactured in or imported into Taiwan. Compliance requirements vary depending on substance status (new or existing), classification as a Priority Existing Chemical (PEC), and annual tonnage.

Existing substances listed on the Taiwan Chemical Substance Inventory (TCSI) must undergo Phase One Registration when manufactured or imported at quantities above 100 kg/year, followed by Standard Registration if designated as a PEC and exceeding 1 tonne per year. New substances require pre-manufacture or pre-import registration, with different registration routes depending on volume thresholds. All registered substances are subject to mandatory annual reporting to the Taiwanese EPA.

In parallel, Taiwan OSHA imposes additional obligations related to hazardous chemicals, including GHS-compliant labelling and SDS requirements, reporting of Priority Management Chemicals, and permitting for Controlled Chemicals.
