Japan Chemical Regulation
Japan regulates chemicals through several key laws covering environmental protection, worker safety, and hazardous substance control.
Chemical Substances Control Law (CSCL)
The CSCL, in force since 1973, aims to protect the environment from harmful chemicals. Obligations depend on how a substance is classified, including new substances, existing substances, specified hazardous substances, and priority assessment chemicals. Manufacturers and importers must notify new chemical substances before manufacture or import. Notification requirements vary by volume, with simplified options for low-volume substances and exemptions for certain categories such as low-volume imports, intermediates, and R&D substances.
Industrial Safety and Health Law (ISHL)I
The ISHL focuses on worker health and safety. Similar to CSCL, new substances must be notified before manufacture or import. ISHL also identifies substances that are prohibited, restricted, or require SDSs and labeling.
Pollutant Release and Transfer Register (PRTR)
The PRTR requires companies to report releases and waste transfers of designated hazardous substances. Some substances are subject to both reporting and SDS requirements, while others require SDSs only. SDSs must comply with GHS.
Poisonous and Deleterious Substances Control Law (PDSCL)
The PDSCL regulates poisonous, deleterious, and specified poisonous substances. Manufacturers, importers, and sellers must register with the authorities, meet strict handling and labeling requirements, and provide SDSs covering safe use and hazards.
