The Indian Chemicals (Management and Safety) Rules (ICMSR), often referred to as India REACH, are a proposed regulation that will replace India’s current chemicals management framework. It will regulate the manufacture, import, and placing on the Indian market of substances, mixtures, articles, and intermediates. The fifth draft of ICMSR was released on 24 August 2020. The rules are expected to be notified to the WTO and enter into force following legal review and ministerial approval.

Indian manufacturers and importers are directly subject to ICMSR, with some obligations also applying to downstream users. Foreign companies placing products on the Indian market must appoint an Authorised Representative to comply on their behalf.

Companies should inventory substances, track volumes placed in India, appoint an Authorised Representative if needed, update SDSs to GHS Rev. 8, train internal teams, and monitor ICMSR substance schedules.
