A new chemical management law, the Chemical Substance Inventory and Risk Control Law, came into force in Brazil on the 13th November 2024. This began the process of introducing new regulatory obligations for importers and manufacturers of chemical substances in Brazil.

The regulation to implement this law in practice was published as a draft on the 13th May 2025 and provides an overview of the actions that will need to be taken in future to ensure compliance when placing chemical substances on the market in Brazil. This includes new registration obligations for substances imported or manufactured at more than 1 metric tonne per year. For manufacturers not located in Brazil, it is possible to appoint an Exclusive Representative who can then assume these responsibilities on behalf of the Brazilian importers of their products, ensuring their compliance.

If you intend to manufacture or import more than a tonne of a chemical substance into Brazil then in future you are likely to need to register that substance with the Ministry of the Environment and Climate Change. However, there are a number of compliance strategies available and Yordas can help you to identify the most appropriate and effective compliance strategy.
